   (1) Construction project name: Guixi Sanyuan Metal Co., Ltd. annually produces 2,000 tons of refined bismuth and 1,000 tons of tin ingots.

  (3) Construction site: In Guixi Industrial Park, the geographic coordinates of the center of the site are 117°8'42.64", north latitude 28°16'19.04".

  Guixi City is located in the northeastern part of Jiangxi Province, where the Zhejiang-Jiangxi Railway, the Yingxia Railway, and the Anhui-Jiangxi Railway intersect and run through the entire territory. The railway within the territory is 133km long. The highways 320 and 206 national roads pass through the urban area, while the Liwen section of the Shanghai-Russia Expressway passes through the north of Guixi City (about 5.5km). See attached picture 1 for geographical location and traffic conditions.

   The main construction content of this project includes main engineering, auxiliary engineering, public engineering, environmental protection engineering, storage and transportation engineering, etc., as shown in Table 1.

Area1188m2, concrete bent frame structure. The main equipment includes internal heating vacuum distillation furnace (1 set), thick tin pot (1 set), and thick lead pot (1 set).

   Seven. Evaluation conclusion

  1) We must strictly implement environmental protection laws and regulations and the "three simultaneous" system, strengthen the management and treatment of production waste water, waste gas, noise, and solid waste, and all discharge indicators after treatment should meet national and local standards. Reduce the adverse impact on the surrounding environment.

  2) During the trial production of the project, timely report to the local environmental protection authority for the acceptance of the pollution control facilities. After the acceptance is passed, the pollution control facilities can be officially put into operation, and the pollution control facilities and the main project can be operated at the same time.

  3) After the project is put into production, environmental management should be strengthened to ensure the normal operation of environmental protection facilities to prevent all pollution accidents, especially to prevent accidental discharge. If abnormal conditions occur, immediately stop production for maintenance to avoid pollution. Due to the relatively complex composition of the raw materials in this project, changes in the composition of the raw materials may cause some pollutants to be discharged beyond the standard; if accidental discharge, the pollution will be more serious, so it needs to be managed in strict accordance with the process requirements.

  4) Strengthen risk prevention measures to minimize the adverse impact of accidents on the environment.

  5) Strengthen the transportation safety management of raw materials, various waste residues, and liquid chlorine and other hazardous chemicals, and strictly prevent leakage accidents during transportation and storage.

  6) After the construction project is put into production, a post-evaluation of this project will be carried out to further verify the effectiveness of environmental protection facilities and propose targeted improvement plans.

   In summary, the construction of the project conforms to the country’s industrial policy and is of positive significance for the comprehensive utilization of resources and the development of the local economy. The project site selection is appropriate, the construction conditions are relatively good, and the environmental protection measures for pollution prevention and control are complete and practical. According to the engineering analysis, the environmental impact of pollutant emissions is within the acceptable capacity of the local environment. The project construction has obvious social, economic and environmental benefits, conforms to the local development plan, and conforms to the environmental protection policy. Therefore, under the premise of implementing the various environmental protection measures and suggestions put forward in this evaluation, and analyzing from the perspective of environmental protection, the project construction is feasible. In the process of factory construction and production operation, the construction unit should ensure the investment amount and rational use of environmental protection funds, so that the "three simultaneous" work can be implemented.
